The Report on Nearly Zero Energy Buildings until 2020 was published on BUILD UP.  See under topic "news" http://www.buildup.eu/news/9727 and under "publications" http://www.buildup.eu/publications/9765  
The report shows the perspectives and paths to 2020.

My opinion is, that regarding the limited surfaces of roofs and facades Passive House Standard will be the basis for the majority of buildings to achieve the requirements of the new EPBD. Soon PH-Standard will become "normal standard" in the building sector.
