




With the national plans for increasing the number of nearly zero-energy buildings (see EPBD Recast article 9, paragraph 1) having to be delivered by September 2012, most Member States are currently busy working on their national application of the definition fixed in article 2, paragraph 2.
We will try to post the officially approved national applications of NZEB here in the community. If you come accross an official document containing the national application of your country (or some other country's) please contribute to the community by submitting the document to BUILD UP.
National NZEB definitions: Lithuania
Here is another national application of the nearly zero-energy building definition: Lithuania fixed its NZEB in a legal document (and 11 annexes) that can be found here.
The language of the document is Lithuanian. The legislation came into force on 9 January 2013.
The requirements for the Lithuanian NZEB are based on the following indicators: energy performance indicator (based on primary energy), thermal transmittance of building envelope, efficiency of certain building service systems, level of airtightness and ratio of renewable primary energy consumption.
National NZEB definitions: Slovakia
Good news from Slovakia. The country seems to be the third EU Member State to publish its national application for the nearly zero-energy building definition. Currently available is the Energy Act N° 300/2012 issued on 18th September 2012. The nearly zero-energy building is defined in paragraph 2 clause 8:
„(8) Budovou s takmer nulovou potrebou energie sa rozumie budova s veľmi vysokou energetickou hospodárnosťou. Takmer nulové alebo veľmi malé množstvo
energie potrebné na užívanie takej budovy musí byť zabezpečené efektívnou tepelnou ochranou a vo vysokej miere energiou dodanou z obnoviteľných zdrojov nachádzajúcich sa v budove alebo v jej blízkosti.“
Based on an internet translation programme this is the direct translation of the NZEB definition according to the EPBD Recast Article 2.
The corresponding regulation is from 12th November 2012, but is not yet published. It should be available soon. In Annex 3 of the regulation are the detailed requirements and the energy classes. Buildings in class A0 will be nearly zero-energy buildings. As soon as the regulation is being publicly available we will submit it to the portal and add a link to this blog. Stay tuned!
National (here regional) NZEB definitions: Belgium Brussels Region
Belgium - Brussels Region has also already fixed its national application of the nearly-zero energy building definition.
It can be found in the law, in the decree of 5th May 2011. The requirements are in articles 4 and 5 on page 3. On the following pages, you will find in appendix the methodology.
You may notice that the methodology values biomass, solar thermal, photovoltaic, heat pumps and cooling geothermal piles. Thanks to our Belgian colleague for informing on the status and sending the documents.
