In the plenary meeting on April 23th the Parliament accepted 90+ changes in the recast EPBD prepared by the Commission, one of those was the extension of the A/C inspections to cover also ventilation.
I am not sure if this really was an intention, and what are the consequences?

How to define ventilation
Dear Peter, REHVA has dicussed this topic, and established a network of ventilation experts. But no results or conclusion yet,. I think the first step, really is to define the ventilation. It still is often mixed with air conditioning or cooling.
Vnetialtion is traditionally defined for a process for air qualty but things get really complicated when talking about natural ventialtion.
But as ventlation is the major energy user of buildings - I feel it should be included in the inspection process. This will be aslo a way to integrate IAQ issues with EPBD. This has been proposed in many forums. One of the latest was EU Commission supported project ENVIE. www.envie-iaq.eu.
