ideas for the conference: strategies for renovations, airtightness ductwork

Yesterday I saw some pictures of an old dwelling which must be renovated. I included a similar picture. These dwellings were not built to obtain a good air-tightness. Yesterday in the workshop in Brussel about Air-tightness http://www.aivc.org/medias/pdf/Flyer%2020100614.pdf we saw many solutions to improve the air-tightness of buildings. But which concepts and systems are most effective in a given renovation situation. Is it best to remove the old insulations and put a membrane on the outside, or try it from inside the building?

Innovative solutions were shown in the workshop to improve the air-tightness of ductwork. We can calculate the effect on the energy performance but does current legislation reward this. Which countries have legislation or instruments which successfully stimulate such solutions? Here an example how to ventilate your attic:
