Report from the Commission to the Council and the European Parliament on sustainability requirements for the use of solid and gaseous biomass sources in electricity, heating and coolin

The Renewable Energy Directive 2009/28/EC includes a sustainability scheme for biofuels for transport and bioliquids used in other sectors (electricity, heating and cooling). Article 17(9) of that Directive provides that the Commission should report by December 2009 on requirements for a sustainability scheme for energy uses of biomass other than biofuels and bioliquids (i.e. solid and gaseous fuels in electricity, heating and cooling). This report from teh European Commission is intended to fulfil that obligation. The report makes recommendations on sustainability criteria to be used by those Member States that wish to introduce a scheme at national level, in order to avoid obstacles for the functioning of the internal market for biomass
