The German Federal Cabinet has adopted a detailled energy and climate programme in 2007. This package shall act as part and parcel for reaching the goal of reducing the green house gas emissions by 40 % in 2020 compared to 1990. The package consists of 29 concrete measures. In the analysis summarised in the report at hand, it was investigated which measures of the energy climate programme result in which costs and CO2 reductions. The analysed measures are:
- combined heat and power ordinance
- expansion of the use of renewable energy for electricity production
- adoption of modern energy management systems
- incentives for climate protection and energy efficiency (outside of buildings)
- energy efficient products
- energy efficiency ordinance
- CO2 retrofit of buildings programme
- energy efficient modernisation of the social infrastructure
- renewable energy for heat ordinance
- programme for the energy efficient retrofit of federal buildings
- CO2 strategy for cars
- expansion of bio fuel
