Community on requirements for experts and inspectors

Inform and discuss these items with decision makers, authorities, standardization institutes and concerned professionals. Make proposals to harmonise the requirements throughout Europe in order to facilitate the equivalences of competences.

This community deals with the requirements of article 10 of the EPBD directive on Independent Experts.
It comprises issues such as specifications and training requirements for experts and inspectors, technical skills, independence, quality assurance for experts, criteria for accreditation, accreditation procedures, code of practice, insurance and liability.

The services related to building energy performance are an important part of the EU internal market and there is an increasing mobility of workers inside the EU. Measures creating more comparable national regulatory conditions would decrease the administrative burden and increase the opportunities for productivity gains also for services.

Therefore, as announced in the short description, the objectives of the Community are to collect and analyse the requirements in the Member States in order to facilitate and support, as a first step, the establishment of equivalences of competences throughout Europe and more comparable requirements in the future.
As the requirements and the training are strongly linked to the tools, these items will also be treated.
