Limiting the rise in global mean temperature to well below 2°C would require an energy transition of exceptional scope, depth and speed, according to an analysis by the International Energy Agency (IEA) and the International Renewable Energy Agency (IRENA), including a doubling of annual average energy-related investments from current levels.

Project investment costs are high and it seems difficult to cover them using the municipal budget and traditional financing methods only. Local and regional authorities have to be resourceful and open-minded to invent and test new financing mechanisms, business models, organisational structures and partnerships to make their sustainable energy projects happen.
