The signatories of this charter will be referenced in priority for renovations realized by low-income households. The "Habiter mieux" programme was launched in 2010 by Anah to help modest or very modest homeowners to finance renovations to their homes in order to save 25% energy consumptions. Owners can get some  customized engineering advice. The average amount of work is now 14,200 euros and the goal is to reach 30,000 households assisted this year. A binding target to reduce by 1.5% per year from all sales energy, excluding transport. This is a generalization of our European "Energy Saving Certificates" for which France is already under way since 2005. If the Danish Presidency intends to limit the use of flexibility to 25% of the initial goal, French support is ready to set a cap even lower than 20% and invites its European partners to show the same ambition.
