The Recast EPBD Article 9 requires Member States to ensure that all new buildings are nearly zero-energy buildings (NZEBs) by 31 December 2020, and new buildings occupied and owned by public authorities are NZEBs after 31 December 2018.

Energy efficient renovations of apartment blocks in multi-ownership are difficult to realise, mostly because of difficult decision taking and other legal and financial boundaries. The LEAF Technical Toolkit enables organisations to identify and understand appropriate energy improvements for apartment blocks. This includes estimated costs and savings from measures, and potential subsidies. It also contains advice on the impact of resident behaviour, and how energy saving behaviour can be promoted. This fact sheet describes a new obligatory scheme introduced in Germany, which requires contractors to confirm in writing that the specific minimum energy performance requirements for building envelope components, space heating and hot water generation and distribution systems and newly installed cooling and ventilation systems are met during the realisation of a renovation measure. Infringements lead to fines.

The School of the Future project was invited by the organisers of the World Sustainable Energy Days (WSED 2015) to present their initiative as an exemplary EU project on energy efficient building renovation during the European Nearly Zero Energy Building Conference. The conference was held on 26 and 27 February 2015 in Wels, Austria.
