The buildings sector contributes nearly 40% to global energy-related annual GHG emissions (IEA/UNEP, 2018). Final energy demand from buildings is predicted to increase 50% by 2050 compared with 2015 levels under business as usual scenarios due to rapid urbanization and the doubling of the built surface area. Effective decarbonization of the buildings sector is therefore critical to meeting the Paris Agreement Goals and exceeding the current level of ambition in Nationally Determined Contributions (NDCs).

Several countries and local authorities have introduced innovative policies and programmes to stimulate deep renovation and reduce the CO2 emissions of the building sector, yet a broad dissemination and application of these policies are not taking place. The exchange of information and experiences across regions is much lower than what would be desirable.

The project “Energiewende twinning towns” is funded by the German Federal Foreign Office and carried out by the Renewables Energies Agency and the Humboldt-Viadrina Governance Platform. It aims at deepening or initiating exchanges between cities or communities that intend to cooperate in the renewable energy field.

Several Mediterranean islands are not connected to the main electricity grid yet meaning that independent local grids cater for their power requirements, mainly using imported fossil fuels whose resources scarcity, especially during the high-demand summer months, is a significant challenge. Seasonal variability in power demand, fuel price volatility, as well as a growing tourism development, impose some additional complexity.

The Intergovernmental Panel on Climate Change’s recent report gave a stark warning that current pledges from governments are not enough to avoid dangerous levels of climate change. In order to avoid this, we need to be aiming for a maximum of 1.5 degrees of warming above pre-industrial levels.
