Punktem wyjścia do ich zorganizowania były wnioski z marcowego spotkania (pt. Czy pakiet KE ‘Czysta energia dla wszystkich Europejczyków’ pomoże w walce ze smogiem w Polsce?). Jego uczestnicy zauważyli, że skutecznie działający system świadectw może być narzędziem służącym poprawie efektywności energetycznej budynków. Kontynuując tą myśl chcielibyśmy w gronie ekspertów poddać ewaluacji funkcjonujące w Polsce rozwiązania i zastanowić się nad ich przyszłością.

An analysis by the Buildings Performance Institute Europe (BPIE) on the readiness of EU countries to transition to smart buildings concludes that no Member State is fully prepared to take advantage of the benefits that smart building technologies will entail. BPIE assesses aspects such as dynamic operability, energy-system responsiveness, renewable energy uptake as well as dynamic and self-learning control systems to judge how well prepared Europe is for an increasing share of smart buildings.

The Recast EPBD Article 9 requires Member States to ensure that all new buildings are nearly zero-energy buildings (NZEBs) by 31 December 2020, and new buildings occupied and owned by public authorities are NZEBs after 31 December 2018.

The European Commission announced a revised European Performance of Buildings Directive to be part of the Energy Efficiency Package, expected in autumn 2016. This provides an opportunity to evolve and strengthen requirements, resulting in higher energy savings and reduced CO2 emissions. This paper summarises recommendations that would make the EPBD more effective in improving the energy performance of European buildings, while enabling Member States to develop and implement ambitious policies. Among the measures which BPIE considers worth mentioning are the following:
