The EPBD recast text, published today in the Official Journal, states (art. 9) that by the end of 2020 all new buildings should be "nearly zero - energy buildings", i.e. with very high energy performance and their energy requirements covered by renewable energy sources to a significant extent. Member States are expected to draw up plans for increasing the number of nearly zero-energy buildings, however an exact, numerical definition of nearly zero is not given, allowing space for national interpretations.

Buildings are responsible for 40% of energy consumption and 36% of EU CO2 emissions. Energy performance of buildings is key to achieve the EU Climate & Energy objectives, namely the reduction of a 20% of the Greenhouse gases emissions by 2020 and a 20% energy savings by 2020. Improving the energy performance of buildings is a cost-effective way of fighting against climate change and improving energy security, while also creating job opportunities, particularly in the building sector.
