The KfW promotional programme “KfW Urban Energy Rehabilitation - Energy efficient renovation” provides low interest loans for the energy efficient renovation of public buildings. Prime beneficiaries are cities, countries as well as non-profit organisations and. NOTE: The scheme is no longer available   In 2010 the National Fund for Environmental Protection and Water Management (NFOŚiGW) initiated the nation-wide programme of subsidies to loans for purchase and installation of solar collectors by individual investors, natural persons and housing associations. In 2011, the offer for individual investors (through local government units) has been expanded to include grants and loans for home sewage treatment plants and connecting buildings to the cumulative drainage system.

To reduce energy consumption and costs with heating, the Romanian Ministry of Regional Development and Tourism (MDRT) issued Government Emergency Ordinance no. 69/2010 regarding the thermal rehabilitation of apartment buildings financed by bank loans with government guarantee, approved with amendments and completions by Law no. 76/2011.   Beneficiaries are the owners' associations and individual owners of single-family residential buildings.   Interventions covered by the ordinance:

This scheme is now closed.   Фонда за жилищно обновяване   The project "Energy renovation of Bulgarian homes" enables Bulgarian households to implement energy efficiency measures (replacement of windows, insulation, etc.) and provides, through the Building Renovation Fund, 50% of the necessary funds for this purpose in the form of loans/guarantees. The remaining 50% can be financed through a grant from the European Regional Development Fund 2007-2013.
