  On 4 October 2017, in the context of the October infringements package, the European Commission announced that they are sending a letter of formal notice requesting Spain to ensure the correct implementation of the EU legislation on energy efficiency (Energy Efficiency Directive, Directive 2012/27/EU).

The training course for Municipalities’ technicians took place in three sessions;  28 February, 14 March and 25 April 2017.   The capacity building course has had the objective of transmitting the knowledge to promote the design of nZEB and enable the implementation of the Directive of Energy Efficiency in Buildings of the municipalities in Spain.    Three sessions: 1. EMPOWERING is a project funded by the European Union’s Horizon 2020 programme which contributes to the shift of seven EU regions toward low-carbon society by enhancing the capacities of municipalities and regional representatives to shape integrated energy strategies and plans. The project contributes to bridge the gap of skills needed to plan energy measures in the new 2030 framework for Climate and Energy Policy in terms of GHG emission reduction, renewable energy and energy efficiency.

The Horizon 2020 funded project SIMPLA (Sustainable Integrated Multi-sector PLAnning) supports local authorities in harmonising their Sustainable Energy Action Plans (SEAPs) and Sustainable Urban Mobility Plans (SUMPs).   The project targets small and medium-sized municipalities with a population between 50.000 and 350.000 inhabitants proposing a four-step approach to foster harmonised planning.

Smart and flexible 100% renewable district heating and cooling systems for European cities     SmartReFlex, an Intelligence Energy Europe (IEE) project, aimed to inspire the development of sustainable district heating and cooling solutions for the future by setting up an exchange of ideas, expertise and experience.   The project actions have aimed at increasing the diffusion of smart and flexible district heating and cooling systems including high shares of renewable energy sources (high-RES DHC) in European towns and cities.

Refurbishment of the Public building stock towards nZEB     RePublic_ZEB, an Intelligent Energy Europe (IEE) project, was focused on the energy and CO₂ emissions associated with existing public buildings and their refurbishment towards nZEB, because of the huge potential for energy savings. Republic_ZEB spanned across the South-Eastern European region with eleven partners located in target countries and one outside.
