The Energy Union Framework Strategy includes energy efficiency as one of its five dimensions and states it is to be considered as an energy source in its own right. The ambitious Paris climate agreement also underlines the importance of energy efficiency. To realise its full potential, public funds will not suffice and private financing will have to be unlocked on a large scale.

Training for Rebuilding Europe     The objective of the IEE TRAINREBUILD project was to design a comprehensive value chain strategy to generate change in thinking of public and private building owners regarding the link between energy efficiency and value related to building ownership. The project aimed to encourage retrofitting in a wide range of residential buildings, spanning from individual to multi-family houses and from private to social housing.   There are two core groups targeted by the TRAINREBUILD project:

  A System for Quality Assurance when Retrofitting existing buildings to Energy efficient buildings     The IEE SQUARE project aimed to assure energy efficient retrofitting of multifamily housing with good indoor environment, in a systematic and controlled way. To achieve this, a quality assurance (QA) system for retrofitting and maintenance has been adopted to conditions in several European countries and implemented in four pilot projects in Austria, Spain, Sweden and Finland.

The International Energy Agency's Energy Efficiency Market Report 2017 shows that German citizens have had the highest benefit from realised measures for increased energy efficiency. The average expenditures per household were USD 580 (around €500) lower in 2016 compared to 2015. Without energy efficiency measures since 2000 the energy related costs per household would have been 27% higher in 2016.

"Die energetische Gebäudesanierung gehört zu den zentralen Stellschrauben der Energiewende. Der Gebäudebereich allein ist in Deutschland verantwortlich für rund 35 Prozent des Energieverbrauchs und für 30 Prozent der energiebedingten CO2-Emissionen. Ein besonderer Fokus der energetischen Sanierung liegt dabei auf privaten Wohnhäusern, die knapp zwei Drittel des Gebäudebestandes ausmachen. Es gibt in Deutschland rund 14 Millionen Ein- und Zweifamilienhäuser und etwa vier Millionen Mehrfamilienhäuser.

KredEx is a government owned non-profit provider of financial services established in 2001 by the Estonian Ministry of Economic Affairs and Communications (MoEAC). In 2009, KredEx setup the KredEx Revolving Fund. The Fund provided soft loans for multifamily apartment building owners who wished to reduce energy consumption and increase energy efficiency of their homes.
