Throughout the Recast Energy Performance of Buildings Directive (EPBD) it is requested that “the public sector in each Member State should lead the way in the field of energy performance of buildings” and “buildings occupied by public authorities and buildings frequently visited by the public should set an example”. Among the most promising public building types to act as lighthouse projects are school buildings.

The present article deals with the current situation of school buildings in four Mediterranean countries (France, Greece, Italy and Spain) as regards the energy performance and indoor environmental quality, in the frame of ZEMedS IEE Project. ZEMedS focuses on the renovation of schools to nearly Zero Energy Buildings (nZEB) in the Mediterranean, an area which represents 17% of EU-27 population. EU energy policy encourages Member States to start converting building stock into nZEB and public authorities to adopt exemplary actions.

The ZEMedS’s project (Zero Energy MEDiterranean Schools) is a 3-year project co-funded by the European Commission within the Intelligent Energy Europe Programme (IEE) that promotes the renovation of schools in a Mediterranean climate to be nearly Zero-Energy Buildings (nZEB).   The main goal of ZEMedS is to increase the knowledge and know-how on the nZEB renovation of schools in Mediterranean climates and give support to several new initiatives on the nZEB refurbishment of schools in the region.

The ZEMedS School Technical & Financial Toolkit was developed in the framework of the Zero Energy MEDiterranean Schools (ZEMedS) Intelligent Energy Europe (IEE) project by the joint collaboration of the Project’s Consortium to:   facilitate the understanding of design and construction decisions on the rising cost of energy;  set up a common nearly Zero-Energy Buildings (nZEB) strategy; and analyse the available funding resources.

In the framework of ZEMedS project, which deals with school deep renovation leading nZEB concept in Mediterranean climates, first exemplary renovations have been identified in this regard. A first workshop was held in Barcelona on 9th July 2013 with a total of 8 external experts. The  technical committee and the ZEMEDS project partners discussed topics such as the definition of NZEB for renovated schools, the renovation of the building envelope, the upgrade of the building service systems, ventilation and indoor air quality as well as costs and financial support.
