New Juncker Plan financing in the New Aquitaine region to support the energy renovation of private housing

With this new funding under the "Juncker Plan", the European Investment Bank (EIB) is stepping up its action in favor of the energy renovation of buildings by offering innovative and attractive financing to individuals based on third-party financing through Regional Agency for Energy Saving Works (ARTÉÉ).

 

 

This Monday, November 6, 2017, Ambroise Fayolle, Vice President of the European Investment Bank (EIB), Alain Rousset, President of the Regional Council of New Aquitaine, Françoise Coutant, Vice President of the Regional Council and President of the Agency Regional Council for Energy Saving Works (ARTÉÉ) and David Dieumegard, ARÉÉÉ's Managing Director sign a € 43 million financing agreement dedicated to the financing of the energy renovation of private housing on the entire regional territory. This is an ambitious agreement under a proactive energy transition policy. It is based on the expertise and attractive offer of the EIB thanks to its AAA financial rating combined with the European guarantee under the Investment Plan for Europe, more commonly known as the "Juncker Plan".

 

This European funding will make it possible in particular to support ARTÉÉ in its various missions related to the energy renovation during the next five years, thus supplementing with an innovative financing offer its technical support activities for individuals wishing to carry out research projects. energy savings. ARTÉÉ will thus be able to grant loans to homeowners to renovate under favorable financial conditions in terms of rates and maturity (over 15 years), which will allow them to carry out more ambitious work than originally planned. with a stronger impact on their energy bill.

 

In all, more than 2,000 homes will be renovated by 2021 thanks to this innovative financing.

 

Miguel Arias Cañete, European Commissioner for Climate Action and Energy, said: "Improving energy efficiency is one of the most economically efficient measures to ensure the transition to a low-carbon economy. in addition to being a key point of the Paris Agreement. The energy consumption of buildings accounts for 40% of total energy consumption in Europe and 36% of CO2 emissions. I am pleased to announce that the Juncker Plan is contributing to the renovation project of 2,000 buildings in New Aquitaine with the aim of reducing energy consumption while creating new jobs. "

 

"By supporting ARTÉÉ and the Nouvelle-Aquitaine Region, the EIB wants to help finance the massive investment needs in this sector and accelerate the thermal renovation of private housing," said Vice-President Ambroise Fayolle during the signing ceremony. This is a new financing "Juncker" particularly innovative for the development of ecological and economic housing. It is part of our priority action for the energy transition, which is also one of the main priorities of the French Government's Major Investment Plan. "

 

Indeed, the building is the leading energy-consuming sector accounting for 40% of the final consumption of the Nouvelle-Aquitaine region, of which 28% for the residential sector alone. Faced with this energy challenge, the EIB adopted in 2015 a € 400 million program for energy renovation works on private, individual and collective housing financed by third-party finance companies (STF). Operation ARTÉÉ is the third operation financed in this context after the SEM Energies Posit'if in Ile-de-France, and the Régie SPEE in Picardie.
