BPIE looks into how the individual Building Renovation Passport (BRP) can drive deep renovation across Europe. 

A Building Renovation Passport is a document – in electronic or paper format – outlining a long-term (up to 15-20 years) step-by-step renovation roadmap to achieve deep renovation for a specific building. It supports owners with personalised advice on their renovation options and clarifies the renovation stages for all involved parties.

The revision of the EPBD should embed the concept of the Building Renovation Passport in legislation as a tool to increase the renovation rate across Europe, thus bringing us a step closer to meeting the Paris agreement goals and the EU 2030 targets. BPIE makes specific policy recommendations such as:

• Including BRPs in national renovation strategies;
• Using BRPs to link financial measures with the energy savings achieved through renovation;
• Making the BRP available to all consumers as a way to empower them.

A few initiatives have recently been developed across the EU to ensure that a more comprehensive and user-friendly instrument, offering personalised recommendations on renovation, is available to building owners. These initiatives, developed in Flanders (BE), France and Germany, revolve around the concept of “Building Renovation Roadmap” or “Passport” and demonstrate the value of exploring this concept.
