Italy - Pillar I

The Build UP Skills Italy will identify a national qualified training system able to improve the competences of workers needed to reach the "nearly zero emission buildings" objective. The project will focus not only on the continuing education of workers in the field of buildings /blue collar, but also on the development of new training curricula aligned with the European Qualification Framework and the European Credit system for VET. To achieve these ambitious objectives the stakeholders have been divided in two "levels" consisting of partners directly involved in the roadmap definition, and "associated partners" involved in the roadmap validation and implementation. The roadmap will consider the existing complex Italian situation, whereas the European legislation on energy saving is first implemented at national level through the Ministry of Economic Development, and is put into operation at regional level. Also different associations develop their own VET with different rules and objectives. The partners will identify the changes needed to reach a unique qualification/certification schema accepted by the stakeholders and based on existing best experiences, both at EU and national level.

BRICKS - Pillar II

The project aims to develop tools and methodologies to set up training systems to increase the knowledge, skills and competences of workers in the field of buildings refurbishment in order to intensify the introduction of Renewable Energy Sources and improve Energy Efficiency in the old as well as in the new buildings to reach Almost Nearly Zero Building (ANZB) stocks by 2020.

Objectives

The project aims to:
- develop qualification schemes based on the output of the Italian BUILD UP Skills Manual produced in Pillar one and on some pilot experiences developed in the last years in several EU projects;- identify the strategy to remove the obstacles detected in the BUS roadmap to promote VET qualification scheme and certification criteria to meet the new requirements as, for instance, the onsite workers qualification scheme, but also certification of non-formal and informal competences necessary to meet the requirements of RES and EPBD directives;- promote/implement local good practices at national level;- start the development of national standards (UNI/CEI) for the different workers’ profiles based on the EQF schemas and produce the first draft standards;- set up the certification procedure with accredited bodies;- produce learning content to be shared among all the VET systems;- promote the training of trainers and their qualification;- promote pilot studies for training workers on the construction sites;- promote a quality label for the enterprises recruiting qualified workers;- promote the endorsement campaign and a mutual recognition among the Italian regions and Italian chambers of commerce;
- promote mutual recognition with other European countries with other “pillar II projects”.

I-TOWN - Pillar II

The aim of the project is to develop and validate training schemes at EQF level 3 for workers in the building sector, improving their competences in sustainable building, according to Pillar I of Build Up Skills Italy initiative.

Objectives

Certification/qualification of craftsmen and other on-site workers (blue collars) in the field of sustainable building. During the project lifetime, a number of training schemes will be developed. It can be estimated that after the project lifetime, the training courses further implemented could qualify or certify a relevant number of building workers up to 2020.
•Training of teachers, engineers, professors, which will further train building workers and disseminate the concept of the training courses: during the project, trainers will be trained through the "train the trainers" courses (also e-learning platform - learning management system may be realized).
•Acceleration in adopting and promoting energy efficiency in buildings: the consortium has been defined in order to involve companies and project developers in the project realization. This cooperation will accelerate the deployment of energy efficient systems in new buildings and renovations.
