The TEMPO – Temperature Optimisation for Low Temperature District Heating across Europe – project develops technical innovations that enables district heating networks to operate at lower temperatures. By decreasing the temperature in the systems, it reduces heat losses and allows a higher share of renewable and excess heat to be used as heat sources. The use of these heat sources will be crucial to adapt current district heating systems and create new ones suitable for a sustainable energy system.

METIS is a mathematical model providing analysis of the European energy system. It simulates the operation of energy systems and markets on an hourly basis over a year, while factoring in uncertainties like weather variations. In order to determine the potential contribution of district heating networks to the reduction of energy demand and emissions, the district heat dimension is added to the METIS model.

Air pollution is one of the most important environmental problems affecting people's health, particularly in urban areas of Europe. Over the past decade, air quality has slowly improved in many of Europe's cities, as a direct result of more robust air quality policies across various governance levels, the introduction of targeted measures and actions, and technological improvements that have reduced emissions from various sources.

The European Transmission System operators (TSOs) for electricity and gas play a central role in the energy system. Investments in transmission networks by TSOs are crucial for the integration of the European electricity and gas markets and the integration of a growing share of renewables. Transmission networks can also facilitate the integration of storage and Power-to-X technologies in the market. The incentives for TSOs to invest are highly dependent on the National Regulatory Framework (NRF) in Member States.

The 2030 Framework for climate and energy sets as EU-wide targets for 2030 a 40% cut in greenhouse gas emissions compared to 1990 level, and at least a 27% share of renewable energy consumption. For the power system, this means a share of at least 45% of electricity demand generated from renewable sources (European Commission), compared to 27.5% in 2014 (Eurostat).

Digitalisation is the innovative use of information and communications technologies, in particular the large-scale rollout of smart devices and sensors, and the use of big data collection and analysis. In the context of meeting the energy savings targets of the European Union and improving the energy efficiency of its buildings, this Joint Research Centre Technical Report looks at the technologies, opportunities and challenges presented by digitalisation for heating and cooling.

The Commission adopted today a draft mandate to engage -- on behalf of the European Union in the negotiations to modernise the Energy Charter Treaty (ECT) -- a plurilateral trade and investment agreement applicable to the energy sector to which the EU is part. These negotiations aim to revise the provisions of the Treaty in a way to reflect the EU’s reformed approach on investment protection and achieve greater legal certainty and clarity of the rules applicable to the protection of investments.
