As part of the contract EASME/H2020/EE/2015/008 to ‘Support for BUILD UP Skills EU exchanges and analysis on construction skills’ for the Executive Agency for Small and Medium-sized Enterprises (EASME), Trinomics, with the support of Visionary Analytics, has assessed BUILD UP Skills Pillar II. On Tuesday 19 December 2017, the Estonian presidency reached a provisional agreement with the European Parliament on a revised directive on the energy performance of buildings. The outcome of the trilogue will be presented to EU ambassadors on December 20, with the final analysis and approval of the agreement expected to take place at the beginning of 2018.

Deepening the understanding and extending and refining existing knowledge should be done via multifaceted and interdisciplinary approach that involves different agencies and various stakeholders. Moreover, opportunities for policy synergies between energy poverty-oriented policies and other urgent and persistent socio-economic challenges should be tracked and traced. Housing affordability, unemployment and social exclusion in general, as well as climate change mitigation measures and a shift towards low carbon economies should be addressed in the same framework with energy poverty.
