Speakers at this year Ceremony will include , Prime Minister of Spain and holder of the Spanish Presidency of the European Union, , President of the European Commission, , President of the European Parliament, , First Vice-President of the Committee of the Regions, , European Commissioner for Energy, , Mayor of Rome, , Mayor of Stockholm and several other Mayors from all over Europe and beyond. The Ceremony will take place on the 4th of May at the Hemicycle of the European Parliament, from 14:00 to 17:00. It will be an opportunity to present the achievements made in 2009, as well as to invite the "new" signatories to symbolically sign the Covenant of Mayors in the presence of representatives of the European institutions.

The Covenant of Mayors is a commitment made by more than 1600 signatory towns and cities to go beyond the objectives of the European energy policy in terms of reducing the CO2 emissions by at least 20% by 2020. Today, 80% of the population lives and works in cities, where up to 80% of energy is consumed. Local authorities, being the closest administration to the citizens, are ideally positioned to understand their concerns and address the challenges in a comprehensive way.

The Covenant of Mayors makes the difference by giving local authorities the support they need to take the lead in the global fight against climate change, while creating a great opportunity for collective emulation, best practise exchange and technical support.
