EPBD - Energy Performance of Buildings Directive (2010/31/EU)

Promicanje zdravog i energetski učinkovite zgrade u zemljama Europske Unije: provedba na nacionalnoj razini relevantne zahtjeve energetske učinkovitosti zgrada Direktiva (2010/31/EU)   Države članice EU-a razvijaju politike i mjere, kao i obično, smanjenje stvarne potrošnje energije u zgradama. Države članice pozivu za uspješnu provedbu i postizanje energetske efikasnosti zgrada, Direktiva uloži (2010/31/EU) bez utjecaja na udobnost, zdravlje i produktivnost svojih putnika.

On 30 November 2016, the EU Commission unveiled an important package of measures entitled ‘Clean Energy for All Europeans’ which notably includes proposals for reviewing the Energy Efficiency (EED) and the Energy Performance of Buildings (EPBD) Directives. The Architects’ Council of Europe (ACE) welcomes this publication as an opportunity to improve the regulatory framework and advances three principles that will guide its work throughout the legislative procedure.

European private landlords and homeowners welcome the holistic approach of the Clean Energy Package, but stress the need to balance the efforts to be done in the building sector with the necessity to provide affordable housing.     The European Commission launched its massive “Clean Energy for All Europeans Package”. The Package includes, notably, proposals to amend existing legislation in the field energy efficiency in buildings and renewable energy.

The Commission’s Communication “Clean Energy for all Europeans” (also called the winter package) refers to the proposed amendment of the Energy Performance of Buildings Directive. Here it is suggested that the Member States shall set up a long-term building renovation strategy with a specific milestone for 2030 on the way to decarbonise their national building stock by 2050.

PlasticsEurope welcomes the European Commission’s proposals for a revision of the Energy Performance of Building Directive (EPBD) and the Energy Efficiency Directive (EED) which maintain the current framework of Nearly Zero Energy Buildings (NZEB) for all new buildings and establish a long term vision for the existing building stock. PlasticsEurope however stated that much more focus and priority should be placed on minimising energy consumption of existing buildings as it will not only reduce energy poverty in Europe but create jobs and have environmental benefits.
