The departments responsible for transport policy will remain in the renamed Mobility and Transport DG (MOVE). The Climate Action DG will be created from the relevant activities in DG Environment, the activities in the External Relations DG related to international negotiations on climate change and the activities in the Enterprise and Industry DG related to climate change. Jos Delbeke, a Belgian national and currently Deputy Director-General in the Environment DG, has been appointed Director-General of the Climate Action DG.

Launched in 2008, the Citizens' Energy Forum brings together consumer organisations, industry, and government regulators to tackle practical energy-related issues which matter to consumers, such as switching suppliers, user-friendly billing and complaints-handling. The retail electricity market has been flagged as one of the problem markets in the Consumer Markets Scoreboard. Less than half (45%) of consumers find it easy to compare offers from energy providers, which can be one of the reasons why only 8% of consumer switched providers in the past two years.

NEEAPS are intended to stimulate the translation of energy savings objectives into concrete measures and actions at the level of each Member State, create dialogue between the Commission and Member States and set implementation milestones. For the purpose of the first NEEAP each Member State should have adopted an overall national indicative savings target of 9 % or higher, to be achieved and measured in 2016 and an intermediate national indicative savings target to be achieved in 2010.
