  On 22 July 2016, the European Commission released a fact sheet containing its key decisions of the July infringement package. In this context, the EC has sent a reasoned opinion to Bulgaria to request the correct transposition of all the requirements of the Energy Performance of Buildings Directive (Directive 2010/31/EU) into national law.

It is the starting point for the launch of innovative products and facilitates development in the energy sector as well as encourages the large-scale usage of energy-saving solutions in South-East Europe. The Region has great potential for the utilization of renewables. Investments for the improvement of energy efficiency in private and public buildings as well as in the industry are underway - South-East European countries are also developing strategies for zero energy buildings.

A new analysis sets out a long-term roadmap for further development of the Bulgarian renovation programme for multi-family buildings. Following the implementation of the programme’s first phase, the analysis argues for a shift in focus towards achieving higher energy classes, while reducing at the same time, the level of public subsidy in a measured and manageable manner.
