Among the Covenant’s 1 800 signatories, 25 capitals – Amsterdam, Brussels, Bucharest, Budapest, Buenos Aires, Copenhagen, Dublin, Helsinki, Lisbon, Ljubljana, London, Madrid, Oslo, Paris, Podgorica, Reykjavik, Riga, Rome, Sarajevo, Skopje, Stockholm, Tallinn, Tbilisi, Warsaw and Zagreb – have committed to go beyond the objectives of the EU’s energy policy in terms of reducing CO2 emissions.
Through the combined efforts of the Covenant’s signatories an estimated 132 million tonnes of CO2 emissions can be saved annually. This figure represents emission savings equivalent to 78 million fewer cars on Europe’s roads or the total emissions of 22 coal fired plants.
By signing up to the Covenant of Mayors towns and cities across Europe – and further afield – are striving to make such emissions savings a reality. By doing so, they have united more than 126 million citizens under the common goal of building a better tomorrow for future generations.

The Covenant of Mayors now represents more than 126 million citizens across 41 countries. Since its launch in 2008, the initiative has grown to include more than 1 800 towns and cities. Together these signatories are working towards a cleaner and greener future for their citizens. In terms of number of citizens, the ten largest cities who have signed the Covenant are: London, Milan, Madrid, Buenos Aires, Naples, Rome, Paris, Budapest, Hamburg and Warsaw.
