Covenant of Mayors: First Sustainable Energy Action Plans (SEAPs) online

The Sustainable Energy Action Plan (SEAP) of Genova is the first SEAP published on the Covenant of Mayors website. It is an exemplary SEAP tackling all the key areas identified within the Covenant of Mayors initiative. The SEAP of Genova is an ambitious and comprehensive plan that is intended to lead to a 23% reduction of CO2 emissions in 2020 compared to 2005. A large number of ambitious measures are planned in all recommended key sectors of activity. Plans and programmes in other relevant areas have been integrated into the SEAP.

The Joint Research Centre of the European Commission is now in a process of analysing all the SEAPs submitted by the Covenant signatories so far. The process has been slightly delayed in order to put in place a well developed and high quality assessment scheme. The assessment will be done in two steps: first the eligibility of the SEAP is checked based on key criteria set within the Covenant of Mayors; and second the content of the SEAP is assessed followed by a feedback report to the signatory. The process is explained in a detailed SEAP verification power point presentation.

After the analysing process, highlights of the SEAPs will be shown in the on-line catalogue. The on-line catalogue will demonstrate with figures and graphs the key aspects of the SEAPs. This innovative web-based catalogue will be a ground breaking system that demonstrates concrete energy and CO2 emission data collected from the Covenant signatories. The SEAP of Genova already illustrates how the on-line catalogue functions.
