José has extensive experience in establishing and developing European programmes in the area of social housing, social economy development, energy efficiency and renewable energy, reuse and Eco-design of electronic equipment. as well as having over 30 years experience working with housing associations, co-operatives and self-build organisations in South America, England, Ireland and in different European regions.

He has secured funding from a range of EU programmes for projects, including Third System and Employment, ECOS-Overtures, LIFE Environment, Intelligent Energy for Europe, as well as national funding from EPA and Enterprise Ireland, for various projects.

Previous commissions include Project Manager for Project HEATSUN, a community based action project for re-use and recycling of waste electronic and electrical equipment. Current commissions include two R&D projects dealing with Eco-design of computers (funded by the FP7 and the Cleaner Greener Production Programme) and further project demonstrating reuse of electronic equipment by social enterprises (funded by the STRIVE Programme).

He has worked for the last two years as expert evaluator for European Programmes dealing with energy efficiency and urban regeneration. José holds an MA in Architecture, a Certificate in Housing Association Finance and a Post-Graduate Certificate in Housing Association Development Management, and is a registered Building Energy Rating (BER) assessor with Sustainable Energy Ireland.
