Plan4DE (Plan for district energy) is an Excel-based modelling tool to assist in determining the viability of district energy in a certain district or neighbourhood area, based on the existing or planned urban form within that district area. It is intended to be used as a “pre-pre-feasibility” tool during the development of community, secondary or neighbourhood plans, to assist planners in understanding the relationship between built form, energy demand, and the potential for district energy.

For a successful energy transition, Germany needs to improve the energy efficiency of whole city quarters. An integrated approach “from the building to the quarter” allows to increase the energy efficiency of the building stock, having in mind affordable apartments and senior-friendly refurbishment. Since 5 years, communes with the aim of improving the energy efficiency of whole city quarters can receive grants by the state-owned KfW bank. So far, energy improvements in more than 550 city quarters have been launched.
