Collection of statistical information on Green Public Procurement (GPP) in the EU

This report presents the levels and impact of Green Public Procurement (GPP) measured in Austria, Denmark, Finland, Germany, The Netherlands, Sweden and the United Kingdom (‘Green-7’) in 2006/2007. A selection was made of ten product groups frequently procured by public institutions, namely Cleaning, Construction, Electricity, Catering, Gardening, Office IT, Paper, Clothing, Transport and Furniture.
Europe's public authorities are major consumers. By using their purchasing power to choose environmentally friendly goods, services and works, they can make an important contribution to sustainable consumption and production – what we call Green Public Procurement, or GPP.
Although the use of environmental criteria in procurement procedures can lead to higher direct purchasing costs, these can be compensated by lower operating costs. From the analysis it is indicated that there are mainly two product groups leading to cost reductions through GPP - Construction and Transport.
