Norway: impact, compliance and control of legislation
This paper explains how the EPBD has changed the national energy performance requirements and influenced the building stock in Norway. It describes the national way of dealing with EPBD compliance and control and identifies interesting approaches and possible bottlenecks. Although Norway is not an EU Member State, it is implementing the EPBD because Norway is part of the European Economic Area (EEA). The status of national implementation of the different elements of EBPD are described in this paper.
