How to obtain the EPB standards (standards to support the EPBD) and supporting documents

CEN, the European committee for standardization, is developing a set of standards for a methodology to assess the integrated energy performance of buildings and to estimate the environmental impact (set of EPB standards).
This set of EPB standards is developed under a mandate given to CEN by the European Commission and the European Free Trade Association (Mandate M/480), and supports essential requirements of EU Directive 2010/31/EC on the energy performance of buildings (EPBD recast.
The methodology consists of:
a) A consistent set of European or international (EN or EN ISO) standards,
b) Technical reports with information, justification, validation and examples to accompany each EPB standard.
Available for the interested parties are:
o Published standards,
o Draft standards for public consultation*,
o Published Technical Reports,
o Draft Technical Reports for information and consultation*,
o Draft spreadsheet files prepared by the authors of the EPB standards to check the overview of in- and output quantities and to demonstrate and validate the software proofness of each of the (draft) EPB standards*.
* Note that draft publications are work in progress, so these might contain some shortcomings and errors. The purpose of the consultations is also to eliminate these. The draft spreadsheet files are also work in progress. Also: they are not software; they cannot use them to calculate the energy performance.

The draft EPB standards, draft technical reports and spreadsheet files can be obtained via the national standards bodies, or the secretaries of the respective CEN/TC's:
- CEN/TC 089 Thermal performance of buildings and building components;
- CEN/TC 156 Ventilation for buildings;
- CEN/TC 169 Light and lighting systems;
- CEN/TC 228 Heating systems for buildings;
- CEN/TC 247 Building automation, control and building management;
- CEN/TC 371 Project Committee on Energy Performance of Buildings.

Access to an assessment (e.g. calculation) methodology based on European standards makes it possible to harmonize the various measures for improving the energy efficiency in buildings between the EU Member States. It increases the accessibility, transparency, comparability and objectivity of the energy performance assessment in Europe, as mentioned in the EPBD. Construction products, appliances and services related to buildings are an important part of the EU internal market. The establishment of a harmonized approach creates the basis for coherent, mutually reinforcing exchange of experiences within the EU, but also with third countries. Third countries can refer to European standards and this will serve to establish the Union as a forerunner in energy efficiency improvements, which would also be beneficial for EU business.
The use of European standards for calculating or measuring the energy performance, as well as for energy performance certification and the inspection of heating systems and boilers, ventilation and air-conditioning systems will reduce costs compared to developing separate standards at national level. These EPB standards are unambiguous, but at the same time flexible enough to allow for necessary national and regional differentiation and facilitate Member States implementation and the setting of requirements by the Member States.
Many of these EPB standards are being prepared or revised in cooperation with ISO at the global level (EN ISO standards), or intended to become EN ISO standards in a later stage.
