Within the Concerted Action EPBD, a forum of national authorities from 29 countries to support the EU countries in the task of transposing and implementing the Energy Performance of Buildings Directive (EPBD, Directive 2010/31/EU), a report was written on the status of the national NZEB definitions. By April 2015 about 60% of the EU Member States had developed their national NZEB definition and fixed it in a legal document. The report is available here
