According to the implementing regulation Energy Performance of Building (148/2007 Coll.) the asset rating obtained by calculation for standardised conditions is used. Rated energy is delivered energy supplied to the building. The boundaries of the building include all internal and external areas associated with the building, where energy is consumed or produced. The asset rating is based on calculations of the energy used by building for standardised conditions: • heating, • mechanical ventilation with humidification, • cooling, • hot water preparing,

New §6a incorporated to the amendment of Energy Management Act (406/2000 Coll.) will be in force in the Czech Republic from 1.01.2009. It means that after this date all new or renovated buildings (excluding buildings defined in §6a article (8) such as experimental and temporary used buildings, churches, farm buildings, and detached houses with area below 50 m2) will require an energy performance certificate. Expert for building certification is accredited by the Ministry of Industry and Trade. According to the §6a article (7) of the Energy Management Act (406/2000 Coll.) certificates may only be produced by a person who: 1. has a registration number of energy auditor or 2. is registered as authorised architect or authorised engineer and technician by the Czech chamber of certified engineers and technicians. According to the §6a article (2) of the Energy Management Act (406/2000 Coll.) each builder, building owner or association of owners of the apartments are obliged to certify by building certificate that a a) new constructed building or b) large existing building (over 1 000 m2) under major renovation meets minimal energy requirements on energy performance. Buildings which are rented or sold are obliged to present a building certificate only in case of a) or b) as above. The building certificate is valid for 10 years.

Energy performance of building is the amount of energy actually consumed or estimated to meet the different needs associated with a standardised use of the building, which may include, inter alia, heating, hot water heating, cooling, ventilation and lighting.

On 29th March 2006, the Parliament of the Czech Republic has adopted the amendment of Act on Energy Management (www.mpo.cz – just Czech version of the Act) transposing the EPBD into the Czech law by its Articles §6 (boiler & AIC inspection), §6a (requirements for new and renovated buildings, building certification). The Act came into force on 1st July 2006.
