It is a peer-learning programme that will allow over 100 local and regional policy makers to exchange knowledge on cultural heritage, with a focus on participatory governance, adaptive reuse and quality of interventions.

This analytical report is part of the European Construction Sector Observatory (ECSO) and aims to provide policy insights as well as highlight a set of evidence-based lessons learnt for policy-makers on how to support housing affordability and sustainability. Some of the key drivers and obstacles around housing affordability are identified and analysed and the relevant policy initiatives are also presented. Finally, the report offers a set of lessons learnt, based on the performed analysis.

Collectively, buildings in the EU are responsible for 40% of our energy consumption and 36% of greenhouse gas emissions, which mainly stem from construction, usage, renovation and demolition. Improving energy efficiency in buildings therefore has a key role to play in achieving the ambitious goal of carbon-neutrality by 2050, set out in the European Green Deal.

A new concept for adding flexibility in the Energy Performance Contracting model is currently being developed at a European level. This approach aims to support building owners and investors by promoting comfort and energy-cost savings through active demand response solutions. Additionally, it will have a beneficial effect on the environment as it helps reducing overall emissions.

The iBRoad project has made available an open-source programme for the techno-economic assessment of renovation measures and alternative renovation pathways of a building. The programme, written in the programming language Python, provides a simplified standardised energy demand model to assess useful, final and primary energy demand of residential houses.

Primary energy consumption in the EU was 4.9% above the efficiency target for 2020, Eurostat said, while final energy consumption – at the consumer level – was slightly better, at 3.2% above benchmark. The EU has an energy efficiency target of reducing energy consumption by 20% by 2020 but it has consistently underperformed in meeting that objective.
