In a continued effort to reduce Europe's carbon footprint and to make energy bills cheaper for European consumers, the Commission today adopted new eco-design measures for products such as refrigerators, washing machines, dishwashers and televisions.Improving the ecodesign of products contributes to implementing the ‘Energy efficiency first' principle of the EU's Energy Union priority.

Across the EU, 50 million families are living in energy poverty. Some lack access to affordable energy, whereas others occupy old, draughty buildings that cannot be easily heated. Many are living without lighting, appliances, heating and access to cooking facilities – everyday things that most of us take for granted. In these poor living conditions, people are more likely to develop respiratory problems, suffer from cardiac illnesses and have mental health issues.

Buildings are responsible for 40% of energy consumption and 36% of CO2 emissions in the EU. The residential sector represents 75% of the European building stock and, on average, more than 34% of CO2 emissions on cities’ territories. This sector is therefore a key action area for all local and regional authorities who are committed to ambitious energy and CO2 saving targets.

HOUSEFUL proposes an innovative paradigm shift towards a circular economy for the housing sector. The main goal is to develop and demonstrate an integrated systemic service (HOUSEFUL Service) composed of 11 circular solutions co-created by stakeholders in current housing value chain. It is assumed that 330 households will take part in the program annually. The state will approve financing to these households to replace old refrigerators, built in 1989-2000, with fridges with an energy efficiency standard of A+, as well as to replace old washers, manufactured in 1970-1975, with new washing machines meeting the A+++ standard, Novi list wrote, adding that the measures will be in effect until the end of 2026.

The concept of EuroPACE is inspired by the success of an on-tax financing model called PACE, launched in California in 2008. In the US, in the past four years, the PACE market reached over $4.7 billion in funded projects, including the retrofit of over 200,000 homes, which resulted in more than 42,000 new local jobs and the creation of hundreds new companies.

What are ‘green mortgages’? At the moment, there is no universal definition of green mortgages, but they usually refer to mortgages on energy efficient homes. It might be useful to expand this definition to include climate resilience as well as energy efficiency. The reasoning behind promoting green mortgages is that owners of energy-efficient homes might be less likely to default on their payments. Since energy efficiency lowers energy use, energy-efficient homes should have lower bills.
