A greater uptake of smart technologies is expected to lead to significant, cost-effective energy savings, while also helping to improve indoor comfort in a manner that enables the building to adjust to the needs of the user.   Smart buildings have also been identified and acknowledged as key enablers of future energy systems for which there will be a larger share of renewables, distributed supply and demand-side energy flexibility.

Climate change is already underway, and some dangerous consequences include warmer average temperatures and severe and frequent heat waves.   The recent heat waves, which set new temperature records in Europe, has shown that Western, Central and Nordic cities are more vulnerable to heat stress than those already facing heat regularly in the Southern Europe.

How and where to invest in Energy Efficiency: Energy Conservation Measures   When we start an energy efficiency project, as a first step, it is recommended to carry out actions that improve the energy behaviour of users.    In general, behavioural improvements are not sufficient to achieve the savings targets that were set, and we need to implement other Energy Conservation Measures (ECMs).

The European Commission has taken note of the urban regeneration plans of the Basque Country and has decided to contribute 1.7 million Euros to the Opengela project.   This concerns a novel concept of neighbourhood offices in two places which have been selected for a pilot test: Otxarkoaga (Bilbao) and Txonta (Eibar).

While energy efficiency via retrofitting old buildings and giving more control to citizens over their energy demand are part of the Cologne project, just as they are in many other European cities, the CO2 emissions produced by urban traffic are also a major headache.    Cologne has identified four possible solutions that, when implemented, should reduce traffic emissions by a targeted 60%:
