Currently, buildings account for 40% of total energy consumption and around 75% of them are energy inefficient, with an annual renovating rate around 0.4-1.2%. EU has established legislative frameworks as EPBD (directive 2010/31/EU and update) and EED (2012/27/EU) in order to increase the energy performance of the buildings and has required the nearly zero energy building (nZEB) target for public buildings starting from January 2019.

The European Investment Bank (EIB) and Unión de Créditos Inmobiliarios (UCI) are set to finance green investments in Iberia ranging from the refurbishment of existing buildings to the construction of Nearly Zero-Energy properties. These investments will be possible thanks to the provision of energy efficiency mortgages and consumer loans to the market by UCI.

A recent study carried out by an international group of building scientists showed that Estonia is among the countries with the most energy efficient buildings in Europe.
Among the analysis of NZEB energy performance of buildings in four countries (Estonia, Norway, Finland and Sweden), Estonia has shown to have the most energy efficient nearly zero energy buildings.
