Energy consumption in buildings is 43% of the French total energy consumption and represents 1/4 of national CO2 emissions. It is necessary to go towards a less consuming building stock, by using to types of actions: big number of small energy improvements (mean investment of 3800 €) on existing buildings (insulation, changing windows, ...) and numerous heavy renovations of existing buildings (investment between 200 and 400 €/heated square meter) with a factor 4 reduction of energy consumptions. It is also necessary to build very efficient new buildings, by making zero energy buildings the common solution by 2020. A training and a commitment of all the building professionals is also needed.
