Increasing the energy performance of the EU building stock is key for the EU to achieve its climate and energy goals. However, annually only around 0.2% to 0.3% of buildings across Europe are undergoing deep renovation (aiming at achieving energy savings of at least 60% compared to pre-renovation energy consumption levels) and the average owner or user often considers such actions as too expensive.

Introduction: the MedZEB approach The development of the retrofitting market is a significant challenge throughout Europe. This challenge faces particular conditions in the Mediterranean region due e.g. to its environmental and climatic factors, to the structure of the ownership and of the built stock, to social and economic factors, and to the consequences of economic crisis, which struck European Med countries with a higher impact than the other countries in Europe.

The European Commission has published its Renovation Wave Strategy to improve the energy performance of buildings. The Commission aims to at least double renovation rates in the next ten years and make sure renovations lead to higher energy and resource efficiency.   This will enhance the quality of life for people living in and using the buildings, reduce Europe's greenhouse gas emissions, foster digitalisation and improve the reuse and recycling of materials.

A Digital Building Logbook could overcome this through increased data transparency and availability to a broad range of market players.

Fine words renovate no building. But President Ursula von der Leyen’s State of the Union speech was a political knockout. The bottom line: the European Union cannot meet 55% by 2030 emissions reduction target without at least doubling building renovation rates. That is why the green recovery needs to start at home, literally.

Smart technologies in buildings can be a cost-effective means to assist in creating healthier and more comfortable buildings with a lower energy use and carbon impact and can also facilitate the integration of renewable energy sources in future energy systems. One of the focal points of the Energy Performance of Buildings Directive (EPBD) is to better tap this potential of smart technologies in the building sector.
