The regulation establishes technical conditions, which are to be met by buildings and their associated devices, building location on a plot and development of the plots earmarked for buildings. The provisions of the Regulation shall be applied to design and construction, including also extension, superstructure, reconstruction and change of exploitation.

This follows the agreement reached in ‘Trialogue’ (European Commission, Parliament and Council) on 22 May 2012. Further to this, on 10 July 2012 the Environment Council also adopted the Initiative. Once published in the Official Journal, the regulation will enter into force. The aim of this initiative is for private companies to issue project bonds, guaranteed by the European budget, in order to finance important infrastructure projects in the area of transport, energy and information technology. €230 million will be set aside for guarantees during the pilot phase of the project.
