Energy-efficient buildings have the potential to play a key role in EU energy transition. In the United States, several energy utilities have recently piloted and launched buildings Pay-for-Performance (P4P) programmes making use of possibilities offered by energy metering technologies that provide greater certainty over energy savings and drive improved performance.

Currently, buildings account for 40% of total energy consumption and around 75% of them are energy inefficient, with an annual renovating rate around 0.4-1.2%. EU has established legislative frameworks as EPBD (directive 2010/31/EU and update) and EED (2012/27/EU) in order to increase the energy performance of the buildings and has required the nearly zero energy building (nZEB) target for public buildings starting from January 2019.

Linked Data technologies have been developed in order to connect concepts in a structured way, enhancing machine readability and enabling many features like semantic queries. The potential of such technologies is wide in many fields, in particular in the construction sector, which could benefit in many ways by their application.

The renovation sector is crucial for a sustainable development of the construction market. Buildings account for 40% of the energy consumed today in EU, but annual renovation rates are limited to 0.4/1.2% in Europe. Interoperability in the construction sector is a key issue and researchers, developers and designers have tackled since the introduction of CAD systems. Traditionally, engineers, architects and site operators interact and track their information exchange through paper or digitalized drawings and e-mails. With the introduction of Building Information Modelling (BIM) techniques and tools, operators are using new solutions and methods to keep track and exploit these data.

An important public building in the most populated city of Zagreb county, Velika Gorica, this kindergarten was in need of energy renovation as it was expensive to run and uncomfortable for its occupants. Having become an eco-school, the management realised that energy renovation was essential to underpin the new ethos of the school.
