The Energy Community Energy Efficiency Coordination Group (EECG) meeting was held on 21 February 2013, on the premises of the Energy Community Secretariat in Vienna.
The EECG discussed a new format of cooperation in the Energy Community on energy efficiency, as well as EECG Work Programme for 2013-2014. Progress in the implementation of EPBD was presented by member countries. This is followed by updates on ongoing and planned donor’s support programmes in 2013 dedicated to energy efficiency.
Despite the fact that some key requirements of the EPBD were included in the national laws in all countries, the main responsible bodies defined and key standards approved, the situation in the Energy Community is still characterised by an incomplete legal/institutional framework. The transposition is ongoing through secondary legislation (new or update of regulation that was in some cases based on the old EPBD). The certification of buildings is one of the most advanced areas for the implementation of EPBD; in this respect, progress was made by FBIH, Croatia, Moldova, Montenegro, Serbia and Ukraine. All member countries with exception of Albania and Kosovo (¨This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo declaration of Independence¨) have elaborated an approach for the full implementation of Directive; in some countries (Moldova, Montenegro) the TA support for implementation has been obtained.
