Energy-efficient buildings have the potential to play a key role in EU energy transition. In the United States, several energy utilities have recently piloted and launched buildings Pay-for-Performance (P4P) programmes making use of possibilities offered by energy metering technologies that provide greater certainty over energy savings and drive improved performance.

The EU, in light of the 2030 and 2050 energy and climate goals, has adopted an ambitious vision for the energy performance of its buildings among other measures. This is because the building sector still represents about 40% of energy consumption in the EU with the largest cost-effective savings potential. However, in order to meet this vision, the construction sector must be ready to deliver high-performance retrofits and nearly zero energy buildings. As in every field, this would require a number of qualified professionals and building workers.

The Passive House standard, as promoted by the Passive House Institute (PHI) achieves highly energy efficient buildings whose demand for heating and cooling energy can be reduced by as much as 90% compared to conventional builds. This is achieved using an envelope-first approach and considers the five principles of Passive House: airtightness, high-quality windows, climate-applicable insulation, avoidance of thermal bridges and sufficient ventilation.
