A refurbished and improved building stock in the EU will help pave the way for a decarbonised and clean energy system, as the building sector is one of the largest energy consumers in Europe, responsible for more than one third of the EU's emissions.   Renovation of both public and private buildings is an essential measure in this context, and has been singled out in the European Green Deal as a key initiative to drive energy efficiency in the sector and deliver on objectives.

The new changes in the European Green Deal are expected to bring many benefits to people and businesses.   Thanks to energy labels idea that help consumers to buy more eco-friendly products and save energy, or the new European Union (EU) rules that reduce the use of plastics, keeping keep public spaces, by 2018 the EU had achieved a 23% reduction greenhouse gas emissions since 1990 while growing its economy by 61%.

The European Commission has proposed a €1.85 trillion recovery plan to help the European Union exit the economic crisis resulting from the COVID-19 pandemic. How some of this money will be spent will be defined in national Recovery and Resilience Plans, which national governments must prepare to access the funding. Within this context, financing building renovation is one of the smartest moves national governments could make and will respond to societal and environmental needs and urgencies.

The strategy is a part of Estonia's national energy and climate plan, spokespeople for the government said.   Prime Minister Juri Ratas said that the state must aim to improve the living and working conditions of 80% of Estonia's residents by renovating said environments into nearly zero-energy buildings.
