How can intelligent energy be implemented in cities if we do not speak the same language? ACE and ECP have worked together on a freely available web-based tool, the aim of which is to bring to an end the confusion that reigns when authorities, policy-makers, consumers, planners and the construction industry as a whole are talking about sustainable construction. This tool will also contribute towards facilitating knowledge transfer, and thus to the achievement of intelligent energy in cities.

The Parties have agreed the following preliminary overarching themes for this MoU:Globally consistent metrics and protocols for measuring, accounting and reporting of energy use and the resulting impacts particularly with respect to greenhouse gas emission of buildings.
Joint leadership and collaboration in the development of the core metric and protocol.
Discrete leadership and decision rights for complimentary metrics/ programmes with support from the Parties.

The conference was supported by European Parliament’s URBAN intergroup and hosted by the group’s president Jan Olbryct in cooperation with the Polish the Europe is simple” association, the City of Katowice and the Association of Polish Cities. As Intergroup president, Olbrycht is playing an active role in encouraging increased take up of the potential 4 % of European regional Development Funding which can be used by European regions for energy efficiency in housing.

Commenting on the Forum launch, Mr. Tom Vereijken – EPE President and Director Water at Grontmij said: "The Forum is a platform which enables the integration of expertise to accelerate the implementation of the estimated 38% cost-effective savings potential in existing buildings by 2020. The Forum will also help member States to coherently implement relevant EU buildings legislation at national level. The Forum will enable front-runners to get successful “bottom up” initiatives into the mainstream.
