For new builds, the news provider noted that the Dwelling Emission Rates, or the actual carbon emission rates, must be 25 per cent better than the Target Emission Rates, the carbon emissions for a series of model dwellings. In addition, these must be 44 per cent better in 2013.

Claims that energy efficiency ratings of houses are flawed because they do not account for the behaviour of households are unfounded as NatHERS ratings are usually completed before a house is constructed. So it would be impossible to rate the behaviour of the occupants, such as their lifestyle and appliance choice. Since heating and cooling typically account for only around 40% of household energy use, NatHERS ratings will not accurately predict total household consumption. The other main sources of energy use in homes are lighting, hot water and appliances.

Anyone who submitted his building(s) to the respective National Contact Point for GreenBuilding between January 2008 and September 2010, has automatically taken part in the European GreenBuilding Award competition 2010. The National Award winners of 9 EU-countries were assessed by a five-member jury according to defined quantitative and qualitative criteria. Among them, the jury has chosen the 13 most ambitious projects in the categories Best Endorser, Best Corporate Partner, Best Refurbishment Projects, and Best New Projects.
