The BPIE has carried out this Study at the request of the Renovate Europe Campaign at a time when the topic of energy renovation seems to be on everyone’s lips. The request was made following the realisation that an overview of recent research on the job creation and macro-economic benefits of energy renovation in the EU has not been compiled in almost 6 years.

This study, commissioned and supervised by the European Commission’s (EC) Directorate-General for Energy (DG ENER), provides technical support to investigate the feasibility of introducing optional building renovation passports (BRPs) in the EU. In particular, pursuant to Article 19a of the EPBD, this study evaluates the relevance, feasibility and potential impact of BRPs. This work is carried out in close consultation with stakeholders and in collaboration with leading experts, including IFEU and the Shift Project.

The Buildings Performance Institute Europe (BPIE) has developed a set of publications based on more than 400 academic articles, dozens of case studies and expert interviews focusing on health, wellbeing and productivity in buildings.
This research takes the first step at defining, measuring, quantifying and monetising the impact of indoor air quality, thermal comfort, acoustics, controls and lighting on students, office workers and patients across Europe.

Several countries and local authorities have introduced innovative policies and programmes to stimulate deep renovation and reduce the CO2 emissions of the building sector, yet a broad dissemination and application of these policies are not taking place. The exchange of information and experiences across regions is much lower than what would be desirable.

Achieving a decarbonised building stock by 2050 will require renovation at a faster pace and considerable investment, estimated at around €60-100 billion annually up to 2020, and more thereafter. Public funding alone cannot meet this requirement, therefore it needs to be used in a way that maximises private investment.
In this new policy factsheet, BPIE illustrates examples of financing schemes that debunk the myth that attracting private investment in building renovation is difficult. Public funding can play a key role in leveraging private investment.
