After status quo analysis, the study recommends for categorization and subcategorization of buildings, a building stock inventory based on Annex I of the EPBD and EUROSTAT. Consequently, the study recommends ten categories for residential (3) and non-residential (7) buildings. Two phase approach has been recommended for the development of reference buildings.

The current EPBD makes it necessary to plan the air tightness of the building envelope and to design it professionally to achieve the energetic aims or to obtain submitted subsidies. This is especially important for German KfW 55 and 40 buildings, passive houses and nearly zero-energy buildings. With view to the EPBD it is essential that handcrafts, energy consultants, planners and architects are well schooled in this topic.

The “review and research” phase of the REQUEST programme aimed to identify best practices across Europe for increasing the uptake of EPC recommendations and promoting an integrated supply chain for low-carbonrenovation. In total, 95 case studies were identified and analysed – 77 from the REQUEST partner countries and 18 from non-participating countries (EU and beyond). 29 of these were considered best practice. In general, the Energy Community extends the EU internal energy market to South East Europe and beyond on the ground of legally binding framework. It thereby provides a stable investment environment based on the rule of law, and ties the Contracting Parties together with the European Union. Through its actions, the Energy Community contributes to security of supply in wider Europe. Beside others, the Contracting Parties took up the commitment to implement a set of security energy efficiency related Acquis.

This specification is intended to be a guide for designing an Active House, as a building that combines energy efficiency with specific attention to the indoor climate and focus on user’s health and well-being. The scope of this specification is residential buildings. The Active House specification is intended to be a guideline for construction and design industries at an international level. It seeks innovative approaches at technical levels whilst introducing goals of architectural quality and environmental design responsiveness and still securing energy efficiency.
